Development Charges

Development Charges are fees charged on new development to pay for development-related capital costs and services.

Council passed the Development Charges By-law 98 of 2021 on September 8th 2021. This by-law and its fee schedule are in effect for up to five (5) years.

You must pay these fees when you get a building permit.

Current Development Charges Study

Prior to passing the by-law, Council was required to undertake a Development Charges Background Study.

In 2025, The Town started the process of the next Development Charges Background Study which is being facilitated by BM Ross and Associates Limited.  The Development Charges By-law is renewed every 5 years and a Background Study is required to be undertaken each time, prior to the passage of the By-law.

 

A Public Meeting for feedback will take place on July 27th, 2026 at 6:00 pm. The meeting will be held to discuss the proposed Development Changes By-law that would set out new development charge rates.

What happens to the fees collected from development charges?

Development charges help fund library services, fire services, parks and recreation, and public works. The principle is that growth pays for growth, and the financial impact of new growth should not be placed on existing tax/rate payers.
